Is an EOB a bill?

The real answer

An Explanation of Benefits is your plan’s statement of a claim: what the provider charged, what the plan allowed and paid, and what is left as your share. It is not a bill because the bill, if any, comes from the provider, and for care the No Surprises Act protects, the provider may not bill you more than your in-network share (your share: 42 U.S.C. § 300gg-111; 45 CFR 149.110 and 149.120; what the provider may bill: 42 U.S.C. §§ 300gg-131 and 300gg-132; 45 CFR 149.410 and 149.420).
